In a move that signals a major shift in China's technological policy, the Ministry of Science and Technology has launched plans to release a comprehensive Web3 strategy document. This initiative is set to solidify China's path in the field of new internet technologies, including non-fungible tokens (NFTs), despite the country's previous ban on cryptocurrencies.

Balancing Innovation and Regulation 

The strategy, outlined by the Ministry, focuses on key aspects such as inheritance, innovation, security, and government responsibilities. This approach shows the government's commitment to fostering innovation in the Web3 space while ensuring robust regulatory oversight. The initiative is a collaborative effort involving the Chinese Academy of Sciences and the Association for Science and Technology.

Despite the well-known ban on cryptocurrencies, there has been a keen interest in NFTs among Chinese citizens. As a result, recognizing this trend, the Ministry of Science and Technology is taking a new approach to digital asset regulation, indicating a firm commitment to the development of the Web3 industry.

Web3 Ventures and Policy Framework in China 

China has already witnessed a flurry of Web3-related activities. Given this, key policy documents such as the “Guiding Opinions on Accelerating the Application of Blockchain Technology and Industrial Development” and the “Blockchain Information Service Management Regulations” have been released jointly by the Ministry of Science and Technology and the Cyberspace Administration. These initiatives have impacted various sectors, including energy, legal systems, copyright, and trade finance.

Partial Lift on NFT Ban and Blockchain Pilot Projects 

The Chinese Communist Party (CCP) recently partially lifted the ban on NFTs, further evidenced by the government-owned newspaper, China Daily, announcing plans for its own NFT platform. Additionally, the Cyberspace Administration of China, along with other departments, has spearheaded various blockchain pilot projects, showcasing the government's increasing openness to these technologies.

Looking ahead, the Ministry's response indicates a clear direction for China's Web3 strategy. The focus will be on nurturing new business models like NFTs and distributed applications (dApps), accelerating the innovative application of Web3 technologies. This approach aims to contribute to the construction of a comprehensive digital ecosystem.
